Job Description:

Context and Background

Merlin is the UK’s leading international health charity, sending medical experts to the frontline of global emergencies and staying on to build lasting health systems. We entered Pakistan in 2005 after an earthquake in Jammu Kashmir left 75,000 dead and hundreds of thousands homeless. Since then we have expanded to provide a wide range of primary health care, malaria control, family planning, post abortion care and nutrition services to over 2.2 million people. We currently support 110 health facilities and ten hospitals, and have scaled up in times of emergency including the devastating floods of 2010 and 2011.

In Sindh, the province which was worst affected by the floods of 2010 and hit again by severe rains in 2011, Merlin is providing health and nutrition services in Dadu, Thatta and Badin. This includes treatment centres for communicable diseases like diarrhoea, feeding programmes for severely and moderately malnourished children and vaccinations to protect children under the age of 5 from diseases such as polio.

In Khyber Pakhtunkhwa, we are working in the Swat Valley, Peshawar, Buner and Nowshera districts – areas which are still confronting political instability, widespread militancy and displacement in wake of the conflict in neighbouring Afghanistan. Merlin has provided emergency healthcare to internally displaced people (IDPs) in Jalozai camp since 2009, which were scaled up at the start of 2012 following an influx of IDPs from Khyber Agency. As people return to the Swat valley, we are working with government of Pakistan to strengthen the country’s health system, including training lady health workers to provide family planning advice in an effort to stem maternal mortality

In Baluchistan, Merlin is implementing a Global fund supported malaria control programme in 10 districts and now planning to expand its health and nutrition interventions into Naseerabad and Jaffarbad districts as Baluchistan has as well consistently faced a sequence of natural and manmade catastrophes. Furthermore, with GAM rates of 16.1%, Baluchistan is confronting, based upon WHO criteria, significantly high levels of child acute malnutrition.



Overall Objectives:

  • To coordinate effectively all Merlin Nutritional (CMAM) activities at Provincial level.
  • To ensure timely implementation of CMAM projects at all desired sites.
  • To represent Merlin at provincial levels in the area of designation



    • Oversee the overall implementation of the nutrition components in all areas of the province.
    • Oversee the overall management of acute malnutrition at provincial level and provide technical guidance and training to the Health & Nutrition team as well as ensure protocols are being adhered to and the SFP’s and OTP’s and SC’s are operating within quality indicators;
    • Travel as required to areas of operations to supervise, build capacity and provide technical guidance to the District Nutrition Coordinators/Nutritionists and their teams for the direct implementation of the nutrition interventions;
    • Liaise closely with the Area Project Coordinators, Project medical coordinators and Nutrition Coordinators/Nutritionists in all field sites as well as the Country Nutrition coordinator to ensure an integrated Nutrition/PHC approach across sectors;
    • Where needed, oversee the existing community nutrition approach and in close collaboration with the District Nutrition Coordinator/Nutritionists and Health & Nutrition Promotion teams , implement strategies in line with the changing environment to ensure their effectiveness in improving child nutritional status;
    • Investigate and implement appropriate nutritional initiatives, with particular reference to advancing community nutrition approaches in coordination with donors with a particular focus on implementation of “Infant and Young Child Feeding Practices” as per local context ;
    • With Country Nutrition Coordinator, adapt nutrition programme approaches and policies to fit the changing environment;
    • Coordinate nutrition programme M&E with an emphasis on quality, implementation, impact and cost-effectiveness, and provide guidance to strengthen and improve the programme as appropriate;
    • Improve the quality of the present activities through supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of best practice guidelines.;
    • Responsible for final analysis and approval of Perfomance indicators, weekly and monthly reports and information before Dissemination to donors, CMT and all concerned, by the Central-MIS Coordinator.
    • Overall management of the nutrition programme budget for all project site in liaise with Country Nutrition Coordinator ;
    • In close collaboration with the field nutrition team and Country Nutrition Coordinator, provide inputs into nutrition programme planning, proposal writing and reporting as required;
    • Coordinate with MoH representatives at and donors and facilitate participation of MoH in programme planning, implementation and M&E;
    • Represent MERLIN at Provincial nutrition coordination meetings, and participate in nutrition working groups for policy formation;

    Job Requirements:

    • Qualified Medical Professional (M.B.B.S) with MPH or MSC Human Nutrition with MPH.
    • Minimum 7 years experience in Public Health and at least 1 years experience of SFP/CMAM programmes as well as in management/coordination position with international organisations/agencies/UN agency;
    • Strong interpersonal and skills and ability to effectively work in a multi-cultural experience;
    • Fluent spoken and written English, Pashto and Urdu
    • Effective problem analysis and problem solving skills;
    • Willingness to travel to underdeveloped/volatile areas of Country;
    • Proven training and capacity building skills;Very enthusiastic and able to work extra hours to achieve the objectives of the programme.



    • Previous Merlin Experience or an INGO experience.
    • First-hand knowledge of the area

    • Where relevant, second language skills.
