Job Description:

  • Project Budgeting and Control.
  • Project Financial Management, record keeping and tracking of expenditure.
  • Project Reporting.
  • Administrative management of the project offices, reserves and assets.


Project Finance officer will be responsible for the following tasks:
Project Budgeting and Control
 
  • Prepare budget forecasts and estimates in coordination with Program Team for annual and quarterly budget requirements and project proposals, which involve financial forecasting, budgeting and accounts, with major focus on EU funds
  • Maintain record of all cost sharing donors of the program, follow up for release of tranches as per cost sharing agreements.
  • Prepare financial and budgetary plans ensuring full compliance with UNDP’s regulations and rules, policies, procedures and Internal Control Framework.
  • Act as focal person for project’s audit.
  • Briefing program partners in receipt of payments from the project on financial procedures and requirements


Project Financial Management,Record Keeping And Tracking of Expenditure
 
  • Prepare and update financial reports for cost sharing donors and share with them as per requirements of the cost sharing agreement with respective donors, with focus on EU funds
  • Regularly maintain financial delivery status of the Program and share with UNDP CO and Program team with analytical lens on delivery rate, reasons of low delivery, maximize delivery and other financial issues.


Project Reporting
 
  • Review financial reports of the implementing partners ensure compliance with the agreed terms and conditions, with a particular focus on EU funds. Ensure effective monitoring and follow-up on financial targets set in the quarterly and annual work plans in terms of implementation and delivery of services.
  • Keeps detailed records throughout the year regarding expenditures, cost re-adjustments, and utilization of resources allocated to projects
  • Monitor expenditures for all phases of the financial operations, managed budgets and provides accurate information to Crisis Prevention and Recovery Unit on budget status.
  • Participates in regular project progress review meetings and Provides background materials, reports and analyses as required.


Administrative Management of the Project Offices, Reserves and Assets
 
  • Management of internal repository system for the tracking of grant funds and projects Preparation and compilation of the financial forecasts, delivery plans and financial reports to UNDP and cost sharing donors.
  • Monitoring, analyzing, and supervising expenditures by Program with respect to approved budgets and work-plans.
  • Act as focal person for project’s audit, with Senior Program Finance Officer as lead
  • Briefing program partners in receipt of payments from the project on financial procedures and requirements.
  • Prepare cash plan, expenditure reports and correspondence on utilization of funds.
  • Supervise inventory for both expendable and non-expendable project items.
  • Perform any other tasks as assigned by supervisor for achieving the above objectives.

Job Requirements:

  • Excellent financial/accounting skills.
  • Proven ability in judgment, imitative, and ability to work under pressure and minimal supervision.
  • Very good communication skills. Ability to express clearly in both written and oral form.
  • Good analytical and negotiation skills.
  • Ability to organize and implement training workshops.
  • Computer skills, including internet navigation and various office applications.
  • Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi ethnic environment with sensitivity and respect for diversity.
  • Knowledge of UN system & financial software in use.
