Job Description:

  • To develop overall M & E framework for the project; to review Log-frame matrix and ensure that input, output and outcome level results are logically linked to create desired impact; To review process and performance indicators of the project in view of project goals and objectives;
  • To facilitate program teams in developing quality benchmarks for all key program interventions to strengthen the compliance and quality aspects;
  • To design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency;
  • To regularly share monitoring reports with relevant team members and for informed decision making;
  • To provide quarterly updates against project M & E plan.
  • To provide inputs in M & E sections of donor reports as per agreed frequency.
  • To develop/maintain and scale up Accountability mechanism; consolidate Feedback Response Databases, provide a brief analysis of feedbacks and convert them into Learning document;
  • To facilitate program teams in carrying out needs assessments, baselines and evaluations;
  • To document and disseminate key lessons learnt out of monitoring and evaluation reports;
  • To identify capacity building events for staff members for system strengthening and sharing of learning;
  • To present Merlin in high level forums, workshops and meetings at district and province level to present program objectives, progress and lesson learnt;
  • Any other tasks given by Team Leader /line manager.

Job Requirements:

  • Medical doctor with at least three years’ experience of health project management with 02 year relevant work experience
  • Experience/familiarity with HMIS/DHIS, epidemiological analysis and M&E
  • Willing to travel to and live in difficult and remote areas
  • Strong communication skills with excellent written and spoken English
  • Experience of establishing strong working relationships with colleagues from different cultures including networking with DoH and other organizations


  • Experience in designing/implementing quantitative and qualitative assessments
  • Knowledge of local language and in particular Pashto
  • Previous experience within a humanitarian aid organisation and DoH, in particular working in primary heath care programs.
  • Good organizational skills
  • Well versed in report writing
