Job Description:

Main Purpose of the Role:

Coordination of logistical functions and logs staff of Sindh in consistent with Merlin protocols and procedures. Ensure that regional objectives are achieved in collaboration with the PM/Log Manager and the wider Programme. Responsible for site administration in close collaboration with PM.

Responsibilities

Operational

· Responsible for coordinating the efforts of all Logistics staff of the project, to ensure that they work as an effective team and to present a single focal point for logs for the PM

· Responsible for maintaining the site’s non medical activities including local procurement, vehicle and equipment maintenance and management in co-ordination with the PM.

· Maintaining and submitting logistical, financial and administrative reports as required and in conjunction with the PM.

· Responsible for stock control consistent with Merlin protocols and procedures.

· Responsible for ensuring that efficient and appropriate operational support is provided for all site activities including drug stock management, office / guesthouse and medical camps set up, maintenance and outreach activities in conjunction with the Base In charge & in co-ordination with the PM.

· Ensure that communications with Merlin security focal point is maintained when ever needed in coordination with the PM.

· Ensure logistical systems and procedures are maintained and up to date in a timely fashion.

· Responsible for maintenance of site communications and in the absence of the Senior Field Officer; ensuring they are used appropriately.

· Responsible for the full management and monitoring of fleet.

· Responsible for the full management of procurement at the provincial level.

· Responsible for the full management of I.T. and asset management at the provincial level

· Be active member of the PMT (Provincial Management team)

· Coordinate all kind of logs activities with the existing Roving Logistician.

Admin and Finance

· In the absence of the Senior Field Officer, prepare timely cash forecasting information for the project office and support this function at all other times.

· Input into the daily, weekly and monthly Receipts, and helping to ensure these are sent to the project team in a timely fashion.

· Coordinate with concerned Merlin offices for issuance of staff ID cards and collect and forward Time Sheets on monthly basis

· Provide all other administrative support where required

Human Resources

· Supervise the logistics staff team including team building, and conducting appraisals in coordination with the PM.

· To help train and support new staff members, including induction, security briefing and roles and responsibilities tutoring, in conjunction with the PM.

· Assist in translation where necessary for other team members.

Security

· Participation in the on-going monitoring of the security situation. Implementation of security measures according to Merlin security guidelines and monitoring of same in coordination with the PM.

· Facilitating the evacuation of field team if necessary, as per the roles defined in the security plan.

· Facilitating medical evacuation where necessary, as per the Medivac guidelines.

· Supervise the safety of staff and patients to include safe electrical installation and management of fire and vehicle safety procedures.

Job Requirements:

· Ability to lead a team, coordinate all efforts and liaise with senior staff

· Strong administration and organisational ability.

· Ability to represent Merlin at all levels, including community and military liaison.

· Ability to remain calm and to be diplomatic at all times.

· Excellent communication skills, with good spoken and written English, Urdu.

· Experience working with an NGO in difficult conditions in the field.

· Excellent management, negotiation and personnel skills

· Ability and flexibility to understand the cultural and political environment and to work well with the local authorities.

· Good team player. Able to live as part of a team and work in remote and isolated area, in basic living conditions.

· Able to read and interpret a manual

· Good computer skills including excel and word

· Previous logistical and operational experience.

· Able to use own initiative and enable creative solutions.

· Willingness to work and live in harsh conditions.

· Willingness to travel extensively in the field

Desirables

· Previous experience within a humanitarian aid organisation in an insecure environment.

· Problem solving ability with equipment ranging from PC’s to vehicles and radios.

· Previous responsibility for managing security.

· Ability to chair meetings and provide succinct reports of meetings would be beneficial.
