Job Description:

  • Prepare Logistics Annual Performance Plans in consultation with the direct supervisor;
  • Provide leadership in specific technical areas of competencies, i.e. surface transport, commodity management, warehousing, etc. keeping the supervisor informed at all times;
  • Ensure the standards WFP policy and procedures are followed at all WFP Sindh provinces warehouses, safe and hygienic storage conditions are maintained.
  • Ensure all WFP procedures, processes, policies and guidelines pertaining to logistics operations and commodity handling are adhered to at all times.
  • Maintain a level of emergency preparedness to enable WFP to respond quickly to small and medium scale emergencies;
  • Assist in the preparation of reports pertaining to logistics operations as required.
  • Assist in the preparation of Logistics Capacity Assessment;
  • Supervise staff and ensure staff members have the right capacity and knowledge to carry out their functions.
  • Identify training needs and keep supervisor informed.
  • Release of Purchase Orders (POs), sale orders (disposal of damaged commodities), acceptances of Services (SES), Good received notes (GRN) in SAP, ITS invoices approval in the absence of supervisor.
  • Assist in maintenance of systematic filing and archiving systems for easy retrieval of documents and information.
  • Gather and maintain market intelligence through research and networking to ensure the WFP logistics operations are not negatively impacted;
  • Put in place mitigations measures for identifies or perceived risks that affect logistics operations;
  • Monitoring of the Provincial office pipeline to ensure continuity of programmes;
  • Attend fortnightly provincial office pipeline meeting and provide updates on status of commodities receipts, dispatches and shortfalls;
  • Liaise with CO Pipeline on regular basis to maintain an updated commodity status and advise immediate supervisor, if there are situations effecting implementation of programmes;
  • Coordinate with the identified transporter for the earliest uplift/dispatch from the Ports and WFP warehouses.
  • Assure that the food aid is efficiently delivers again planned needs in Sindh including Thatta stunting Project and other nutrition activities.
  • Arrange for uplift and dispatch of locally purchased commodities from food factories (EXW) to final destination as per allocation;
  • Ensure timely and cost effective deliveries of food and non-food items, LTIs issuance and monitor the transporters performance;
  • Monitor commodities expiry dates and flag these to the supervisor;
  • Act as the OiC Logistics Unit in the short and long absence of the supervisor.
  • Performing any other duties related to logistics operations as requested by supervisor.

Expected result:
Under close guidance of the subject specialist and/or supervisor, a junior member of a team applies conceptual models in support of project design, provides rudimentary analysis of project parameters, actively contributes to the compilation, maintenance and reporting of data and the identification and mobilization of resources for successful logistics operations.

Critical Success Factors:
Ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work conducted by another officer; Knowledge of commodity management practices. Ability to work in a team, and maintain effective work relationships with logistics counterparts and staff within the regional/country office. Flexibility in accepting work assignments outside normal desk description. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Knowledge:
Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language:
National Professional: Fluency in both oral and written communication in English and in the duty station’s language (Urdu and Pashto).

Desirable criteria:
Professional certification in Logistics area.
